Meeting to Take Place About Level III Sex Offender in Eden Prairie

The Police Department and Department of Corrections are hosting the meeting in response to a predatory offender temporarily living on Martin Drive.

The Eden Prairie Police Department and the Minnesota Department of Corrections will host a community notification meeting on Dec. 30, the city announced.

Dennis James Armstrong, a Level III predatory offender, is temporarily living on Martin Drive.

A Level III designation means the predatory offender is classified as high risk. With Level III offenders, law enforcement may notify members of the community the offender is likely to encounter. Law enforcement also invites nearby neighbors to community meetings like the one taking place Dec. 30.

Armstrong “has a history of sexual contact with male and female minor victims(ages 5-7). Contact included penetration. Offender was known to the victims,” according to the Department of Corrections. Court records show that he was convicted of first-degree criminal sexual conduct in February 1999.

However, he’s not wanted by the Police Department and has served the imposed sentence for his offenses, according to Eden Prairie.

The community notification meeting will take place at 6 p.m. at St. Andrew Lutheran Church (13600 Technology Drive). The meeting will also be recorded and available for viewing on EPTV Channel 16, as well as on-demand via CITY TV.

Eden Prairie Police recommend the following:

  • Attend the Public Meeting: This is your opportunity to learn more, ask questions and express your concerns.
  • Be Diligent: If you observe or hear of suspicious behavior or activity call 911 immediately.
  • Be Cautious: Remember that this may not be the only predatory offender living in or around the community; it is always important to be cautious and to talk to children about potential situations.
  • Educate Yourself and Your Family: Visit edenprairie.org/police for links to additional information and safety tips.
  • Protect This Law: Protect your right to know about dangerous offenders living near you. The harassment of any individual is a crime and will not be tolerated.
